Upland officers found the crying child in the company of two strangers, who were standing outside of a vehicle on Upland Avenue in 30-degree weather around 1:20 p.m. March 2, authorities said.
The child's dad, Aaron Michael Powers, 25, of Chester, was found in the car suffering an overdose, police said.
Powers was transported to Crozer-Chester Medical Center for treatment and the child was turned over to family members.
Powers was charged with one count of endangering the welfare of a child, Upland police said.
